MOVES3.0, developed by the United States Environmental Protection Agency, is the agency’s official Motor Vehicle Emission Simulator for estimating air pollutant and greenhouse gas emissions from mobile sources. It focuses on on-road vehicles—light-, medium-, and heavy-duty—and accounts for key processes such as starts, running and extended idling, evaporative losses, and refueling. The model can produce emissions and energy-use estimates at scales ranging from individual projects to counties, states, and national totals, over time frames from minutes to years.
MOVES3.0 supports regulatory and planning applications, including State Implementation Plans, transportation conformity analyses, and environmental reviews. Users can supply detailed inputs for fleet composition, vehicle activity (such as vehicle miles traveled and speeds), meteorology, fuels, vehicle technologies, and inspection and maintenance programs. It includes a default database with U.S. county-level data that can be customized with local information. Outputs cover criteria pollutants and precursors (such as NOx, VOC, PM2.5, PM10, and CO), greenhouse gases (including CO2, CH4, and N2O), toxic air pollutants, and energy consumption.
The software provides a graphical user interface for scenario setup and reporting, along with batch and command-line options for large-scale runs and integration into automated workflows. MOVES3.0 is widely used by state and local air agencies, metropolitan planning organizations, consultants, and researchers to evaluate policy choices and assess the air-quality impacts of transportation plans.
MOVES3.0 is developed by United States Environmental Protection Agency. The most popular version of this product among our users is 3.0.
